Abstract: Based on the connotation of ecological culture and multiple governance theory,the meaning and requirements of Eco-civilization construction were reviewed,the authority-responsibility relationships in the Eco-civilization construction of government,enterprise,general public and scientific institutions were analyzed. Accordingly,the evaluation index system for regional Eco-civilization construction was established,in order to provide theoretical basis for the evaluation of regional Eco-civilization construction,as well as give a reference for the Eco-civilization construction.
