Abstract: As a key measure of China's agricultural supply-side structural reform,the rural complex is a new growth point of China's rural economy and agricultural economy. However, at present, the construction and promotion of the rural complex are mainly faced with financing constraints, and the reasonable use of PPP（Public—Private—Partnership）mode is a better solution to stimulate the investment and investment heat of social capital. Based on the network analysis method, the data are collected from the listed companies participating in the PPP project of the pastoral complex. The evaluation index system of project investment risk can be constructed, and the project investment risk can be analyzed by combining theory with empirical method. It is beneficial to the discovery of problems and puts forward a series of suggestions such as the rural development characteristic industry, the improvement of scientific and technological management, etc.
