Abstract: Using the Jeffrey model, the panel data of the “Resource-economical and Environment-friendly Society” experimental area in Wuhan metropolitan area before and after setting（2000—2006 and 2007—2015） are used to measure the efficiency of urban land expansion allocation and analyze the influencing factors, to provide reference for improving the efficiency of urban land expansion. The results show that the allocation efficiency of urban land expansion in Wuhan metropolitan area is low and presents a differential distribution. The allocation efficiency of urban land expansion in Wuhan alone （0.167） is higher than the average level of Hubei province（0.151）. The efficiency is closely related to the industrial layout. After 2007, the efficiency of urban land expansion and allocation in each city has increased significantly. The study found that the government needs to use the differentiated urban land expansion policy and learn from the effective measures after the establishment of the “Resource-economical and Environment-friendly Society” pilot zone to consolidate and improve the efficiency of urban land expansion and allocation, coordinate the development of non-state-owned economy, vigorously protect cultivated land, and develop industry, introduce high-quality foreign capital, activate the land market, and increase government tax revenue.
