武汉城市圈城市用地扩张的配置效率测度与分析——“两型社会”试验区设置前后的比较

Measure and analysis on allocative efficiency of urban land expansion in Wuhan metropolitan area:Comparison before and after the “Resource-economical and Environment-friendly Society” experimental zone establishment

摘要: 运用Jeffrey模型,利用武汉城市圈“两型社会”试验区设置前后(2000—2006年和2007—2015年)的面板数据测算城市用地扩张配置效率,并分析影响因素,为提升城市用地扩张效益提供参考。结果显示,武汉城市圈各市城市用地扩张的配置效率较低且呈现差异化分布,仅武汉市城市用地扩张的配置效率(0.167)高于湖北省平均水平(0.151),各县区城市用地扩张配置效率与产业布局关系密切,2007年以后各市城市用地扩张配置效率均有大幅升高。研究发现,政府需要利用差异化城市用地扩张政策、借鉴“两型社会”试验区成立后的有效措施来巩固、提高城市用地扩张配置效率,要协调非国有经济发展,大力保护耕地,发展工业,引进优质外资,活跃土地市场,加大政府税收投入。

Abstract: Using the Jeffrey model, the panel data of the “Resource-economical and Environment-friendly Society” experimental area in Wuhan metropolitan area before and after setting(2000—2006 and 2007—2015) are used to measure the efficiency of urban land expansion allocation and analyze the influencing factors, to provide reference for improving the efficiency of urban land expansion. The results show that the allocation efficiency of urban land expansion in Wuhan metropolitan area is low and presents a differential distribution. The allocation efficiency of urban land expansion in Wuhan alone (0.167) is higher than the average level of Hubei province(0.151). The efficiency is closely related to the industrial layout. After 2007, the efficiency of urban land expansion and allocation in each city has increased significantly. The study found that the government needs to use the differentiated urban land expansion policy and learn from the effective measures after the establishment of the “Resource-economical and Environment-friendly Society” pilot zone to consolidate and improve the efficiency of urban land expansion and allocation, coordinate the development of non-state-owned economy, vigorously protect cultivated land, and develop industry, introduce high-quality foreign capital, activate the land market, and increase government tax revenue.
