Abstract: Deep poverty-stricken areas are the backbone of poverty alleviation. Taking Qinba Mountains in southern Shaanxi which is a concentrated area of extreme poverty as an example, the development of agriculture, tourism and precise poverty alleviation in Qinba Mountains in southern Shaanxi were evaluated by building a coupling model and using the method of entropy to determine the weights based on the data of industry and poverty alleviation in the three cities of southern Shaanxi from 2009 to 2018. The results showed that the coupling of agriculture, tourism development and targeted poverty alleviation in Qinba mountain area was stable, but the coupling degree was not high, and there was a large space for improvement, which needs further in-depth integration and interactive and coordinated development.Based on this,the policy suggestions were puts forward from three aspects, grasping policy opportunities, strict quality standards and increasing investment in science and technology, promoting industrial transformation and upgrading, promoting regional economic development, and achieving poverty alleviation and rural revitalization.
