Abstract: Since the reform and opening up, a large number of young and middle-aged rural people have gone to cities for work, and there are more and more empty nesters in the countryside. In order to better solve the problem of rural empty nesters, various regions have started to explore the mode of mutual support for the aged. However, with the increasing number of empty nesters in rural areas, the mutual support in rural areas is in urgent need of improvement. Therefore, from the perspective of policy network theory, this study divides the participation in rural mutual support into five types in policy network theory. Based on the characteristics and division of labor of the five types in theory of policy network, this study discusses the role of each subject in the rural multual support, so as to promote the development of rural mutual support.
