新疆地级市土地利用绩效评价及障碍因子诊断

Evaluation of performance and diagnosis of obstacle factors for land use in prefecture-level cities in Xinjiang

摘要: 从土地投入水平、利用结构、经济、社会和生态绩效构建指标体系,采用熵权TOPSIS法和障碍度模型,评价2009—2018年新疆地级市土地利用绩效和识别诊断障碍因子。结果表明,2009—2018年乌鲁木齐市、吐鲁番市、哈密市的土地利用综合绩效整体波动上升,克拉玛依市的土地利用综合绩效先降后升;土地利用社会绩效和土地利用结构是提高新疆地级市土地利用绩效的重要因素;未来影响新疆地级市土地利用绩效的主要因子是污水处理率、单位建设用地卫生病床数和单位建设用地固定资产投资额等。因此,新疆地级市要保持土地投入和经济良好发展,优化土地利用结构,探索土地利用经济、社会和生态绩效协同发展。

Abstract: The indicator system was constructed from the land input level, use structure, economic, social and ecological performance, and the entropy TOPSIS method and obstacle degree model were used to evaluate performance and identify and diagnose obstacle factors for land use of the prefecture-level cities in Xinjiang from 2009 to 2018. The results showed that the overall performance of land use in Urumqi city, Turpan city, and Hami city fluctuated and increased from 2009 to 2018, while the comprehensive performance of land use in Karamay city declined first and then increased; social performance of land use and land use structure were important factors to improve land use performance of prefecture-level cities in Xinjiang;the main factors affecting the land use performance of prefecture-level cities in Xinjiang in the future were the sewage treatment rate, the number of sanitary beds per unit of construction land, and the amount of fixed asset investment per unit of construction land. Therefore, prefecture-level cities in Xinjiang should maintain land investment and economic development, optimize the structure of land use, and explore the coordinated development of economic, social and ecological performance of land use.
