Abstract: The elements of regional innovation system in Xinjiang included universities, enterprises and scientific research institutions.Based on the data from 2013 to 2017, this study analyzed the characteristics of external cooperation of Xinjiang regional innovation system elements by analyzing the characteristics of core papers published by Xinjiang undergraduate colleges with external cooperation ,the characteristics of patents invented by Xinjiang main board listed companies with external cooperation, and the characteristics of Xinjiang technology flow region. The results showed that,① the regional distribution of core papers published by Xinjiang undergraduate colleges with external cooperation was relatively wide, and mainly in the eastern economically developed areas;② the number of patents invented by Xinjiang main board listed companies with external cooperation was less, and the technical cooperation between enterprises and external cooperation was less; ③ the distribution of Xinjiang technology flow region was mainly concentrated in the central and eastern areas. Finally, some countermeasures and suggestions were put forward to improve the technical cooperation between Xinjiang and external cooperation.
