Abstract: According to the 2009—2016 national logistics data of 30 provinces (city, autonomous regions), based on the development concept of low carbon economy, the energy consumption and carbon emissions is input variables, the three-stage DEA model is used to evaluate the efficiency of the logistics industry. The results showed that the overall development level of China was not high, the logistics industry was still in the stage of increasing scale efficiency, there were differences in the development level of different regions. To effectively improve the efficiency of the logistics industry, pure technical efficiency and scale efficiency for the standard, the k-means cluster analysis was carried out for 30 provinces (city, autonomous regions) in China, and put forward corresponding suggestions and countermeasures according to the development level of different types of logistics industry.
