Abstract: Combined with the seven characteristics of agricultural high-quality development, the evaluation index system of agricultural high-quality development was constructed, and the agricultural high-quality development level of 13 cities and prefectures in Hubei province was measured. The results showed that, there were regional differences of the agricultural high-quality development in Hubei province, among which Jingmen and Wuhan were in the forefront and play the leading role in demonstration; as traditional agricultural cities, Xiangyang, Jingzhou, Huanggang and Yichang were accelerating the transformation and upgrading to the strong modern agricultural city; other cities and prefectures were relatively backward and had different shortcomings.
