新公共服务理论视角下河长制考核问题研究——以南京市为例

摘要: 河长制的出台是国家为了管好河流、治好河流实行的一项重要举措,但随着河长制在各地的深入推进和发展,许多潜在的问题逐渐显现。要想解决问题,确保河长制的长效落实,河长制考核机制的建立与完善十分关键。以南京市为例,从新公共服务理论的视角对中国目前在河长制考核中存在的问题进行了分析并有针对性地提出了相应的对策措施。

Abstract: The introduction of the river chief system is an important measure for our country to manage and harness the river. With the further development of the river chief system, many potential problems have gradually emerged. In order to solve the problems and ensure the long-term implementation of the system, the establishment and improvement of the assessment mechanism is crucial. From the perspective of the new public service theory, taking Nanjing as an example, the existing problems in the assessment of river chief system are analyzed, and the corresponding countermeasures are put forward.
