Abstract: Through a review of inter-governmental collaboration theory and public safety research, it is found that there are problems such as complex risk sources, difficult resource allocation, weak collaboration motivation, and not outstanding effects in the governance of inter-governmental collaboration in rural public safety. The optimization path of inter-government collaboration in security governance should set the principles of collaborative governance while establishing the basic principles, and create a new situation in rural public security governance by creating a cross-domain governance cooperation mechanism.
