Evaluation on the development efficiency of green economy in Huzhou city under the practice of “two mountains” theory

摘要: 基于湖州市3县2区2008—2017年的面板数据,选取了绿色经济发展效率评价指标,利用DEA-SBM模型从时间和区域2个维度对湖州市绿色经济发展效率现状进行了科学评价。结果表明,湖州市绿色经济发展效率值随时间变化呈明显波动趋势,区域间效率值存在不同程度的差异。再从绿色生产、绿色生活、经济结构、政府以及科技水平5个方面设计指标体系,运用 Tobit模型对影响湖州市绿色经济发展效率的相关因素进行了回归分析。最后,提出了促进湖州市绿色经济更好发展的优化路径,以期为湖州市和其他地市进一步践行绿色经济发展提供思路和参考。

Abstract: Based on the panel data of the three counties and two districts of Huzhou city from 2008 to 2017, the green economy development efficiency evaluation indicators were selected. The DEA-SBM model was used to scientifically analyze the current status of the efficiency of Huzhou’s green economy development from the two dimensions of time and region. The results showed that the efficiency value of green economy development in Huzhou city fluctuates significantly over time, and there were varying degrees of difference in efficiency values between regions. Then an indicator system from five aspects: green production, green life, economic structure, government, and technological level was designed,the Tobit model was used to perform regression analysis on the relevant factors that affect the efficiency of green economy development in Huzhou city. Finally, an optimized path to promote the better development of Huzhou’s green economy was proposed, in order to provide ideas and references for Huzhou and other cities to further practice green economic development.
