Abstract: To optimize the effectiveness of regional collaborative governance in rural revitalization, the practice of inter-village shared prosperity model in Shibadong Village, Hunan Province was analyzed by employing literature review, case study, and questionnaire survey methods and innovatively applying the theory of responsive collaborative governance, to examine the strengths and weaknesses of the “1+7” inter-village shared prosperity model and to explore the optimization paths for responsive governance and collaborative governance. Empirical analysis revealed that the current model possessed synergistic advantages in industry, resources, and governance, but it also faced prominent contradictions in three areas: resources, policy, and culture. By optimizing the demand response mechanism of “mobilization-pain points-response”, grasping the element correlation and coordination of “context-participants- process”, guided by the dual approaches of digital empowerment and endogenous development, this initiative achieved the joint prosperity of the seven villages through value reconstruction, industrial restructuring, and governance upgrading, in order to provide practical insights for rural revitalization and sustainable development in similar impoverished areas.
