城市扩张对洪涝灾害风险的胁迫效应及情景模拟

Stress effect of urban expansion on flood risk and its scenario simulation

摘要: 以重庆市为例,建立城市洪涝灾害风险综合评价指标体系,运用系统动力学模型对风险进行模拟并识别出城市扩张的胁迫效应。结果表明,重庆市洪涝灾害风险表现为5年1周期的非线性波动趋势,在周期内风险先快速升至峰值,而后逐年降低;城市扩张对重庆市洪涝灾害风险并无显著影响,但高速扩张提高了城市灾害脆弱性;防灾减灾能力对城市扩张的响应更为敏感,能够中和城市扩张对洪涝灾害风险的胁迫效应。因此提出,城市应找到扩大规模与确保安全的平衡点,实现基于空间管制的精明扩张;注重加强新增用地的防灾减灾基础设施建设,完善城市外围区域的排水与应急规划。

Abstract: Taking Chongqing city as an example, a comprehensive evaluation index system of urban flood disaster risk is established, and the system dynamics model was used to simulate the risk and identify the stress effect of urban expansion. The results show that the risk of flood disaster in Chongqing city presents a nonlinear fluctuation trend with a five-year cycle. During the cycle, the risk rapidly rises to the peak and then decreases year by year. Urban expansion has no significant effect on the risk of flood disaster in Chongqing city, but the rapid expansion increases the vulnerability of urban disaster. The disaster prevention capacity is more sensitive to the response of urban expansion, and can neutralize the stress effect of urban expansion on flood risk. It is suggested that cities should find a balance between expanding size and ensuring safety, and achieve smart, regulated expansion. It should strengthen the construction of disaster prevention infrastructure for new land use, and improve the drainage and emergency planning in the peripheral areas of the city.
