摘要/Abstract

摘要： 在养老需求快速扩大且多样化发展的背景下,养老服务领域政府和社会资本合作（Public-Private-Partnership,PPP）模式乃大势所趋。将网络治理理论与养老服务PPP模式相结合,通过对湖北省农村养老PPP模式分析,发现目前农村养老服务PPP项目还存在市场主体背离公益性初衷、PPP项目合同本身存在缺陷和风险、公众参与机制不完善等问题,建议在养老服务PPP模式中引入网络治理机制,通过明确界定PPP模式养老机构性质、重视PPP项目合同编制、完善公众参与机制等措施来优化农村养老服务PPP模式。

Abstract: Under the background of the rapid expansion and diversification of the elderly care demand, the public-private-partnership（PPP）model in the field of elderly care service was the general trend. This article combined the network governance theory with PPP model of elderly care service. Through the analysis of the PPP model of elderly care service in rural area in Hubei Province, it was found that there are still problems in PPP projects of elderly care service in rural area, such as the market entities deviating from the original intention of public welfare, the defects and risks of PPP project contract, and the imperfect public participation mechanism. It was suggested to introduce network governance mechanism into the PPP model of elderly care service, and optimize the PPP model of elderly care service in rural area by clearly defining the nature of PPP pension institutions, paying attention to the contract preparation of PPP projects and improving public participation mechanisms.
