Abstract: The governance of rural water environment refers to many stakeholders,the coordination of the interests of all parties and the participation of main bodies are the key to the improvement of the efficiency and effect of governance. On the basis of the analysised of the situation of the governance of rural water environment,this paper probed into the interest relationships and functions of stakeholders such as local governance,township enterprises,breeders,farmers,village committee,and deemed that network governance was a feasible solution to the governance of rural water environment. Dominated by the local government,the used of various resources to realized the network governance of rural water environment.
