Abstract: Carrying out the strategy of rural revitalization and promoting the construction of beautiful countryside are the important measures to promote the cross-development of regional economic and social transformation. The PPP can make better use of the advantages of all participants, improve the project construction and operation efficiency, and it can be rapidly promoted in the construction of beautiful countryside. Effective control and reasonable sharing of risk factors in PPP projects are the basis to ensure the smooth progress of the project. Identify the main risk bearers through the risk factor identification process, and then identify the main risk factors in the PPP of beautiful rural construction. The index system is established from the perspective of the influence degree of risk sharing effect, and the risk sharing model was constructed by using the grey correlation analysis method. An empirical case study of a PPP project of the beautiful rural construction in Urumqi city is conducted to demonstrate the correctness and applicability of the model, then a preliminary risk sharing scheme is designed.
