Abstract: A typical historical rainstorm processes is analyzed to calculate the 5% frequency runoff yield by the Xin’anjiang model with three runoff components in the Jiangning district of Nanjing city. The Jiangning district is divided into 22 polder areas and drainage modulus is calculated for towns, rural areas and mixed areas. The average drainage modulus in Jiangning district is 3.19 m3/(s·km2), which is similar to the value of Nanjing Urban Flood Control Planning. But the various urbanization degrees lead to different drainage modulus for each polder area. Drainage modulus is closely related to the area of adjustable water storage. So it should make full use of urban green space to intercept rainwater, extend water area and dredge river course to construct an ecological city with natural accumulation, natural infiltration and natural purification. It makes sense to achieve sustainable development sustainable and promote the construction of ecological civilization in Jiangning district.
