Abstract: From the perspective of urban externality theory and growth theory on the inner principle of urban optimal scale and the empirical study of urban scale and urban efficiency, the research progress of urban scale and urban efficiency is reviewed. Empirical studies show that population size, land area, first position degree and Gini coefficient are effective indicators to reflect the size of the city from different aspects; DEA method, energy method and ecological footprint method are often used to measure urban efficiency from economic and ecological perspectives; there is a general "U-shaped" relationship and threshold relationship between urban efficiency and city size. Finally, the shortcomings of the current research results are summarized, and the leading direction of future research is proposed, in order to provide a theoretical reference for the country to adjust the urban development strategy.

Key words: urban optimal scale, urban efficiency, externality theory, urban growth theory
