Abstract: Since the occurrence of trade friction between China and the United States, domestic grain imports have declined and prices have fluctuated. Grain security has once again aroused concern from all walks of life. China’s grain security was facing the challenges of increasing grain demand gap and urgent transformation and upgrading of major grain producing areas. In addition to the rigid constraints such as the shortage of arable land and water resources, the imperfect legal system of grain security was one of the main reasons. Specifically, we should speed up the introduction of relevant laws on grain security, optimize the “Separation of Three Powers” system, and promote the development of ecological agriculture law.
