Study on the intergovernmental governance mechanism of rural public crisis based on EMAC model

Abstract: With the evolution of regional integration and the superposition of the risk of factor liquidity, the characteristics of the spread of public crisis across administrative regions and functional boundaries are increasingly prominent. Rural areas, as the high incidence areas of public crisis, need to improve the emergency management capacity.This study analyzed the governments of the rural public crisis management, based on the “Emergency Management Assistance Compact” (EMAC) model of operation experience and established the inter-governmental cooperative governance mechanism of “vertical and horizontal linkage and multiple interaction” of China's grass-roots governments. It aims to provide useful suggestions for the modernization of China's crisis management system at the grassroots level.
