Abstract: Based on the forestry input-output panel data of 30 provinces (autonomous regions and municipalities) in China from 2006 to 2017, the non-radial SBM model and the Malmquist index model were used to statically and dynamically measure its input-output efficiency. The results showed that the development level of forestry circular economy efficiency in China from 2006 to 2017 was uneven among regions, showing a significant stepped regional imbalance; China’s forestry was changing from “extensive growth” to “intensive growth”, and technological progress had become the main driving force for the increase of total factor productivity; The education level of forestry staff and the proportion of tertiary forestry industry could effectively promote the growth of all elements of forestry, while the proportion of secondary forestry industry and the area of forest rodent pests and diseases could inhibit all elements of forestry. Finally, it was put forward that the future development should strengthen macro-control to promote coordinated development, implement innovation-driven to promote the development of forestry intensive, rely on modern technology to improve the level of forestry disaster management, organize regular training to improve the professional skills of grassroots personnel.
