The results indicated that the overall carbon emission performance of Northeast China showed a steady upward trend and then a downward trend, and reached the peak in 2013. Green technology innovation had a double threshold effect on carbon emission performance, which showed a U-shaped relationship. Industrial structure and economic development could promote carbon emission performance. The degree of foreign trade, urbanization level and energy consumption structure had a negative impact on carbon emission performance. Therefore, Northeast China should improve the level of green technology innovation, optimize and upgrade the industrial structure and energy consumption structure, reasonably promote the process of foreign trade and urbanization, in order to advance the all-round revitalization of the northeast region. The results showed that under the new development conditions, the agricultural operators were faced with uncertainties in five aspects, natural conditions, economic operation, science and technology, policy implementation and social governance. It was proposed to strengthen the ability of agricultural operators to cope with uncertain problems from four aspects, power cultivation, mechanism design, institutional guarantee, and scientific and technological guidance, and use limited cognition to deepen the understanding of agricultural development in the uncertain economic and social development and feel the charm of fuzzy development.
