The COVID-19 pandemic has had an unprecedented impact on agricultural and forestry land use. So, it is of great significance to discuss the impact path and management approach of COVID-19 on agricultural and forestry land use. Firstly, a basic analysis framework of the impact of COVID-19 on agricultural land was constructed based on the relevant theories of the impact of COVID-19 on land. Secondly, case analysis, content analysis and comparative analysis were used to explore the impact of the epidemic on agricultural land use from two aspects: the impact path of the epidemic and the behavior response of land use subjects. Then, targeted solutions were proposed for the impact of the epidemic on them. Studies have found that the COVID-19 pandemic was affecting agricultural and forestry land use in many different ways to varying degrees, in terms of productivity, means of production, transport conditions, production technologies, food security and the natural and social environment. However, in the process of research, it was also found that although the epidemic had a great impact on agricultural land use, if the national government, relevant departments and people effectively cooperate, there were still relevant solutions and plans with practical value, such as rational land use decisions, adjustment of sown area, sustainable land use measures, transformation of planting patterns, and implementation of digital enabling agricultural technologies.

In order to promote the organic connection between small-scale farmers and modern agriculture, and explore a new mode of deregulating management rights, this article summarized the platform-type land trusteeship practice mode, used a static game model of complete information to analyze the interests and behavior choices of each subject in the mode, and explained the operating principle of this mode from a theoretical point of view. The results shows that this model has the positive significance of increasing farmers' income, improving agricultural efficiency, and adjusting agricultural structure, and is conducive to integrating agricultural socialized service resources, reducing the transaction cost of trusteeship organizations, deactivating land management rights, and realizing large-scale land management. However, this model also has the problem of limited applicability. This model is only suitable for field crop trusteeships that can be mechanized in plain areas. It is not suitable for crops that are difficult to achieve mechanized operations in hilly and mountainous areas.
