    Research on the impact of carbon emission trading on air pollution control performance in pilot areas in China

    Based on the panel data of 31 Provinces(Cities,Autonomous Regions) in China from 2008 to 2017,the influence of carbon emission trading on air pollution governance performance was evaluated by using the difference-in-difference model. The results showed that carbon emission trading significantly improved the performance of air pollution control, and produced a synergistic emission reduction effect and institutional isomorphism pressure. Carbon emission trading drove the improvement of air pollution control performance through innovation mechanism. There were regional differences in the impact of carbon emissions trading on the overall performance and response performance of air pollution control. Therefore, it was proposed that carbon reduction and pollution reduction should be combined to achieve synergy, green innovation and low-carbon development should be closely combined, and precise policy implementation and joint prevention and control should be combined to achieve continuous improvement of atmospheric environmental quality.

    Rural river governance under the background of rural revitalization: Mechanism interpretation and realistic strategies

    The governance of rural ecological environment is an important issue for the implementation of the rural revitalization strategy. Rural rivers have become an important carrier for the development of rural ecological environment, and accelerating the construction of the rural river governance system has become a key support. The theoretical logic of the rural river channel governance system was analyzed from the three dimensions of governance concept, governance objectives and governance mode. The research found that there were practical difficulties in rural river channel governance, such as imperfect relevant mechanisms, lack of responsibility of multiple subjects and insufficient level of professional governance. On this basis, corresponding countermeasures were put forward from three aspects of building a security mechanism system, building a governance pattern with the collaborative participation of multiple subjects, and strengthening professional governance capabilities.
