Abstract: The status quo of developing characteristic towns in Xianning city were analyzed, it was pointed out that the basic idea for developing the characteristic towns of Xianning city was to clear one clear goal,rely on two major advantages,highlight three characteristics and form 'Four in One',on this basis, some countermeasures and suggestions for developing the characteristic towns in Xianning city were put forward.
