Abstract: Rural cultural governance as an important way to condense local spiritual civilization and optimize rural social system, it is an important part of the overall layout of rural revitalization strategy. However, under the current stage, the phenomenon of rural hollowing out is becoming more and more serious, which has brought some obstacles for rural cultural governance. This paper first describes the two basic characteristics of rural hollowing out, namely, industrial hollowing out and population hollowing out, discusses the positive significance of cultural governance in rural governance, and then analyzes the practical difficulties caused by rural hollowing out on cultural governance, such as the absence of the main body, the decline of local civilization and the limited development of cultural industry, and puts forward countermeasures and suggestions for rural cultural governance.
