摘要: 通过建立耕地产能预警系统对区域耕地质量状况实行临界警戒,提供耕地产能下降的早期预警。采用负数原则法划分警情阈值,建立多种模型分别计算了新增、减少耕地面积变化带来的产能变化,新增、减少耕地质量不同带来的产能变化,质量建设带来的产能变化。研究发现,耕地面积的增、减对区域耕地质量和产能的影响方向不同。受新增、减少耕地质量等别的影响,耕地面积的增减与区域耕地质量的变化关系是非正向关系,但耕地面积的增减与耕地产能变化呈正相关关系。受造成耕地质量升、降原因影响的不同,区域耕地质量升、降与产能的变化不是正比关系,耕地产能更能体现区域耕地保护的健康状况。耕地质量建设可以在耕地面积无法平衡的情况下提升区域耕地质量和产能。对耕地预警结果和原因的分析可以为区域耕地保护提供更有针对性的措施。研究得出,耕地产能可以作为区域耕地质量的预警指标。耕地质量预警结果可避免区域耕地质量状况的严重恶化,为土地资源的持续利用管理提供实时服务,对耕地的粮食生产有一定的预见性,有助于可持续发展下保障粮食生产的稳定和安全。

Abstract: The cultivated land productivity early warning system is established to provide critical warning for regional cultivated land quality and provide early warning for the decline of cultivated land productivity. The negative number principle method is used to divide the warning threshold. Various models are established to calculate the change of cultivated land productivity caused by the different quantity of supplementary cultivated land and occupation cultivated land, the change of cultivated land productivity caused by the different quality of supplementary cultivated land and occupation cultivated land, the change of cultivated land productivity caused by the Land remediation. The results show that the change of cultivated land quantity has different influence on the quality and productivity of cultivated land. Affected by the different quality of supplementary cultivated land and occupation cultivated land, the relationship between cultivated land quantity and quality is non-positive but the relationship between cultivated land quantity and productivity is positively. Affected by different causes of cultivated land quality change, the change of cultivated land quality and productivity is not proportional to each other. Cultivated land productivity can better reflect the health status of regional cultivated land protection. The construction of cultivated land quality can improve the quality and productivity of cultivated land when the quantity cannot be balanced. The analysis of the early warning results and causes of cultivated land can provide more targeted measures for regional cultivated land protection. It is concluded that cultivated land productivity can be used as an early warning index of cultivated land quality. Early warning of cultivated land quality can avoid the serious deterioration of cultivated land quality. The early warning results can provide real-time services for the continuous utilization of land resources. The results have certain foresight to cultivated land grain production. The results are helpful to ensure the stability and safety of food production under sustainable development.
