Abstract: Poverty reduction and poverty alleviation are common problems faced by all countries in the world. How to use a sound performance evaluation mechanism to accurately evaluate the current policy effects to improve the scientific and credibility of the results is a hot topic of current third-party assessment agencies. This study uses the dual effect factor evaluation model of agricultural policy effectiveness from the perspective of supply and demand, analyzes the residents' ability to pay for dilapidated buildings and their willingness to consume, and analyzes the functional coordination of agricultural policies according to the matching degree of these two indexes. An empirical analysis was carried out on the effects of the dilapidated housing reform policy in Guangdong Province, with a view to optimize and improve the current policy implementation effects based on the regional characteristics of Guangdong Province.
