Abstract: Through reviewing the utilization and development of ice and snow resources in China, the evolution of the development path of ice and snow resources is analyzed to find the development direction and goal for the development of rural ice and snow in the new era. Experience shows that the development of rural ice and snow in the new era should develop tourism and ice and snow industry in coordination, improve the infrastructure construction of ice and snow tourism development, and at the same time extend the industrial chain and promote the optimization of rural by-products. The government should provide necessary support for the development of rural ice and snow resources and promote market-oriented development. It is also necessary to strengthen the training of farmers, improve their ice and snow development and service capabilities, integrate into the ice and snow development industry, share the development results, and truly increase income.
