Abstract: Children in distress are the most vulnerable groups in the entire group of children who need protection and support. The problems of left-behind children, seriously ill children, and unaccompanied children have caused widespread concern in society. In order to explore the problems existing in the current distressed children's rescue process, the suggestions for the choice of the distressed children's rescue route from the perspective of social governance are puts forward. By using the methods of literature research, case analysis and data analysis, the data of physical health, education level, family economic status of the 300 children in distress in 13 natural villages of Shuyang county, Jiangsu province,who participated in the Spring Bud Plan of Jiangsu Children's Welfare Foundation in 2017, were collected and analyzed. It was found that there were problems such as imperfect legal policies, simplification of the main body of assistance, low degree of specialization of the rescue work team, and imperfect rescue integration mechanism. From the perspective of social governance, a multi-disciplinary system based on government responsibility, non-government organization and professional welfare institutions （including children's welfare homes）, family care and community care should be constructed.
