Abstract: By analyzing the basis of practice, economic benefits, and social benefits, it was inferred that it was logically necessary to promote the digital economy to help the development of rural tertiary industry integration. To sort out and learn from the governance measures of developed countries, address the lack of digital security, standard system defects, and lack of supervision systems in the practice of China’s rural industrial integration, it was proposed to build a diversified prevention and control mechanism with digital elements as the core, diversified governance system as the foundation, and normalized supervision as the guarantee.
