Abstract: Based on the theory of policy implementation, taking the case of B village in southern Xinjiang from ‘deep poverty village' to ‘poverty alleviation glorious village' as the basis, using the research methods of field investigation and interview, this paper describes the whole process of poverty alleviation of the first secretary of B village in contiguous poverty-stricken areas of southern Xinjiang in detail and objectively, analyzes the policy objectives and standards, policy resources, policy implementation methods, the characteristics of policy implementing agencies, the value orientation of implementing personnel and the system environment of the first secretary of B village in the process of poverty alleviation policy implementation, and puts forward conclusions and countermeasures, in order to provide replicable experience for grassroots governance, prevent and resolve the risk of returning to poverty, consolidate and broaden the achievements of poverty alleviation, and realize its effective connection with rural revitalization.
