Abstract: In order to improve the scale efficiency of regional economic development, based on the understanding of the reality of rural social and economic development in Gansu Province, under the promotion of urbanization construction, based on the new normal, the current situation of rural labor employment in Gansu Province was analyzed. The results show that the scale of rural labor transfer in Gansu Province has been expanded from 2015 to 2018. The number of people moving to non-agricultural industries is increasing, and the effect of non-agricultural business driving economic income is more obvious. At the same time, the government’s support for rural labor transfer is increasing year by year. Finally, combined with the characteristics of the current rural labor transfer, it is suggested that registered residence system reform should be deepened and urban-rural integration should be promoted; the development of the tertiary industry should be intensified and the channels of labor transfer should be constantly broadened; professional skills training should be strengthened and the quality of rural labor force should be continuously improved, so as to lay a foundation for improving the high-quality development of economy in Gansu Province.
