浙江省经济增长与水环境污染的关系研究

Study on the relationship between economic growth and water environment pollution in Zhejiang province

摘要: 选取浙江省2002—2016年数据,以EKC模型的相关理论为基础,分析浙江省经济增长与水环境污染之间的关系,构建了工业废水排放量以及生活废水排放量与人均GDP的回归模型。结果显示,工业废水排放量与人均GDP之间呈现出倒“U”型的EKC曲线,而生活废水排放量与人均GDP之间则呈现为正“U”型的EKC曲线,并且未来几年浙江省的工业废水排放量将会随着经济增长而持续下降,生活废水排放量会随着经济的增长而增长。浙江省水环境污染的治理仍然任重道远,主张谁污染谁付费、加大生活废水乱排放的罚款和引入第三方监督机制。

Abstract: Based on the data of Zhejiang province in 2002~2016, combined with the relevant theories of EKC model, the relationship between economic growth and environmental pollution was analyzed, and the regression model of industrial waste water discharge and domestic waste water discharge and per capita GDP was constructed. The results show that there is an inverted "U" type EKC curve between industrial waste water discharge and per capita GDP, while the domestic waste water discharge and per capita GDP show a positive "U" type EKC curve. And in the next few years, the discharge of industrial wastewater in Zhejiang Province will continue to decline with economic growth, and the discharge of domestic wastewater will increase with the growth of the economy. The governance of water pollution still has a long way to go, it is advocated that who pollutes who pays, increasing the fines for the discharge of domestic waste water and introducing third-party supervision mechanisms.
