暴雨灾害气象防灾减灾服务效益评估指标体系研究

Study on the benefit evaluation index system of meteorological disaster prevention and mitigation services for rainstorm disasters

摘要: 针对暴雨灾害气象防灾减灾服务,通过开展专家问卷调查,基于层次分析法和德尔菲法研究建立了暴雨灾害气象防灾减灾服务效益评估指标体系,并确定了各评估指标的权重。根据湖南省近年暴雨气象服务典型案例分析评价数据,遵循可量化易获取原则,研究提出了各指标具体的评价方法。综合运用评估指标体系和各指标的评价方法,对2015年6月30日至7月5日湖南省1次典型暴雨过程进行了气象防灾减灾服务效益试评估,得出该次暴雨气象防灾减灾综合服务效益为0.88,说明气象防灾减灾服务效益显著。

Abstract: For the meteorological disaster prevention and reduction service of rainstorm disaster, through the expert questionnaire survey, based on the analytic hierarchy process and delphi method, the benefit evaluation index system for meteorological disaster prevention and mitigation services for rainstorm disasters was established, and the weight coefficient of each evaluation index was determined. On the analysis and evaluation data of typical cases of heavy rain weather services in Hunan province in recent years, following the principle of quantification and easy access, the specific evaluation methods for various indicators were proposed. By comprehensively using the evaluation index system and the evaluation method of each index, a trial evaluation of the effectiveness of meteorological disaster prevention and mitigation services was carried out for a typical heavy rain process in Hunan province from June 30 to July 5, 2015. It was concluded that the comprehensive service benefits of meteorological disaster prevention and mitigation of this rainstorm was 0.88, indicating that the service benefit of meteorological disaster prevention and reduction was significant.
