基于可实现角度的空心村居民点整理潜力研究——以南阳村为例

Research on the consolidation potential of hollow village residential area based on realizable point: A case of Nanyang village

摘要: 目前农村居民点整理潜力的相关测算方法不能测算空心村整理的生态环境改善潜力,影响乡村振兴。针对该问题,首先运用规范分析法,从可实现角度对农村居民点整理潜力进行微观界定,突出生态环境改善潜力的重要性;再运用比较分析法对多种农村居民点潜力测算方法下的整理潜力内涵构成进行分析,并依据空心村空心化具体现状,提出了基于“三生”分类的可实现角度测算方法,将生态用地类,其他用地类,生产或生活用地中的安全闲置类、不安全使用类和不安全闲置类以及不安全废弃类居民点用地确定为整理潜力。依据整理的可实现程度,分为易实现潜力、可实现潜力和难实现潜力3种。最后以山西省南阳村的居民点整理潜力测算进行实证,得出依据提出的农村居民点整理潜力微观界定与“三生”分类测算方法可以分析潜力各组成部分的可实现程度和测算实际潜力,并可以更好地保护其内部生态环境,有利于乡村生态振兴。

Abstract: At present, the measurement method of consolidation potential of hollow village residential area can not measure the ecological environment improvement potential of hollow villages, then impacting on rural revitalization. To solve this problems, this paper adopted normative analysis method to redefine the micro-definition of rural residential consolidation potential based on realizable angle, in order to express the importance of ecological environment improvement potential. On the other hand, the comparative analysis method was adopted to analyze the connotation composition of potential under various methods of rural residential potential measurement, and according to the specific situation of the rural residential hollow in the study area, a method of calculating the realizable consolidation potential based on the classification method of ecological-living-industrial land was proposed. The ecological land category, other land category, the safe idle category, the unsafe use category, the unsafe idle category and the unsafe abandoned category in the production or living land were identified as the consolidation potential. According to the realizable degree of land consolidation, it was divided into three kinds of potentials: easy realization potential, realizable potential and difficult realization potential. In the end, the residential consolidation potential of Nanyang village of Shanxi province was calculated for demonstration. The results show that this calculating method and micro-definition of the potential of rural residential consolidation can analyze the realizable point of potential components and measure the actual potential, and also can protect the village internal ecological environment and promote the rural ecological revitalization.
