Abstract: The trial measures of field-checking land reform policy in Ankang city come from the essential requirement for the economic recovery and development in early China and the lack of common measurement and the earnest needs of the farmers with no or insufficient land at that time. Based on the Outline of Chinese Land Law, the Trial Measures of Field-checking Land Reform Policy in Ankang city include such measures as land-checking based production evaluation, production-based land grading, production-based tax, stable tax, industrial and commercial protection. Meanwhile, some effective methods are explored, such as trial measures of land-checking, stabilizing officials, encouraging the young. The land-reforming policy and its methodological innovation can be a great reference in the policy-making for the agricultural development in the poor mountain areas at present.
