Abstract: The service-oriented grassroots government in the transfer of rural land in China has necessity,but in the process of rural land transfer in China, the service-oriented grassroots government is often in the absence of a state. The main reasons for this analysis are the imperfect legal system of land transfer, the dual interest attribute of the grassroots government and the low level of public service. Based on China's development reality, the construction of a service-oriented grassroots government should promote the reform of the "three-right Separation" of rural land and the realization of the goal of rural revitalization by improving relevant legal systems, smoothing the channels for supervision of grassroots governments, and setting up special working groups for grassroots governments.
