Abstract: Agricultural and transfer was an important measure to realized large-scale intensive agricultural management, but in practice there were risks such as farmland “non-grain” and “non-agricultural”, excessive concentration of farmland transfer and forced transfer of farmland. Therefore, it was necessary to improve the risk prevention system of farmland transfer under the “Three Rights Separation” by strengthening the supervision of collective economic organizations over the use and scale of farmland transfer, constructing the farmland transfer performance guarantee insurance system, improving the reasonable pricing mechanism of farmland transfer, and cultivating new agricultural operation subjects.
