Abstract: The status of grassland rights determination in village B of Inner Mongolia was studied, and the principle of fairness affected the definition of property rights. The results show that the consistent principle of fairness can maintain the stability of local property rights. When the social structure changes, the interests of herdsmen are threatened, and the interpretation of fairness by different interest groups changes. The principle of fairness has changed from rules that restrict the behaviors of herdsmen into tools for herders to fight for their interests, and disputes arise. Government staff going to the countryside to participate in power determination is conducive to resolving conflicts.

Key words: equitable principle, definition of property rights, confirmation of grassland rights, disputes
