Abstract: COVID-19 epidemic prevention and control in China has achieved success in the exercise of “hard core” campaign. It is caused by many factors such as the severity of the epidemic, the limited resources of the countryside, the cultural tradition and the objectivity of the regional environment. However, the sports governance model showed some disadvantages, and the measures were blind and radical, which has produced certain side effects. Through the analysis and reflection on the practice of rural epidemic prevention and control and the endogenous mechanism of mobile governance mode, based on the synergistic effect of autonomy, rule of law and rule of virtue, an efficient and normalized rural governance model was constructed, in order to further improve the mechanism of rural response to crisis and enhance the efficiency of rural governance.

Key words: village governance, multi agent governance, public crisis management, “hard core”, COVID-19
