Abstract: Villagers' self-governance is an activity that the villagers directly manage the community affairs.The villagers' self-governance organization is the main platform and support for the villagers to exercise their autonomy.At present,there were many grass-roots organizations in rural areas of China.Their legal status was not clear,but they undertake more or less functions of villagers' self- governance.The long-term existence of this situation would not only damage the development of the villagers' self-governance organization,but also bring harm to the construction of the rural governance system.Finally,it would damage the rights and interests of villagers' autonomy.Therefore,it was necessary to clearly define the identity of the villagers' self-governance organization in law,and made corresponding system guarantee and innovationed for the construction and developmented of the villagers' self-governance organization.
