Research on the difficulties and paths of the implementation of point system policy in rural governance from the perspective of “Three Circles” theoretical

Abstract: In order to strengthened the rural governance system and governance capacity building, and promoted the overall revitalization of rural areas, based on the perspective of “three circles” theory, taking the typical case of popularizing the application of integral system in rural governance published by the ministry of agriculture and rural affairs in 2020 as an example, this paper analyzed the problems existing in the implementation of integral system policy in rural governance in terms of value circle, capacity circle and support circle.In responsed to these problems, from the perspectives of precise targeting of service targets, internal reengineering of the executive body, and external collaboration with stakeholder groups, measures were proposed to enhance the value recognition of villagers, strengthen the capacity building of local governments and village-level organizations, and seek action support from social forces.To built a point system policy implementation network of multi-subject cooperation and co-governance to enhance the implementation effect of the point system policy and promoted the long-term operation of the point system policy in rural governance.
