Abstract: As the main carrier to solve the problems of the elderly in rural areas,rural nursing homes for the elderly played an important role in providing for the elderly in rural areas.From the perspective of holistic governance,taking Qidong city of Jiangsu province as an example,this study analyzed the problems existing in the process of transformation and development of rural nursing homes,such as the fragmentation of management subject's rights and responsibilities,the fragmentation of pension service supply,and the fragmentation of funding sources,and put forward the governance path of building coordination mechanism,improving integration mechanism and establishing trust mechanism.
