Abstract: To promote the integration of urban and rural medical care and strengthen the construction of social security level, by analyzing the applicability of the urban and rural medical insurance integration construction from the perspective of holistic governance, it is found that the two show some coupling in the value goal, the actual power and the operating mechanism. By sorting out the general situation of medical insurance system and the integration direction of urban and rural medical insurance construction, its points out that there is a problem of the division of medical insurance system, the low level of overall planning and the simplification of participation in the current urban and rural medical integration construction. Suggestions for building an innovation management system, strengthening the construction of legal guarantees and advocating the participation of multiple subjects are proposed.
