Abstract: From the perspective of law and management, this study made a systematic analysis of the legal obstacles of using collective construction land to build rental houses in Guangzhou city through the methods of literature research and comprehensive analysis. The results showed that, there were some problems in the using collective construction land to build rental houses in Guangzhou city, such as the conflict with current laws and regulations, lack of legal basis, involving many stakeholders, fuzzy income distribution system and blocked development and financing channels. Therefore, it was suggested that the current laws and regulations should be amended timely, the property right system should be improved, the supervision mechanism should be established and perfected, the financing market should be stabilized, and the financial policy should be relaxed.
