Abstract: Ecological problem is a topic of great concern to human beings, and it is an important and urgent strategic task for national development. How to objectively and accurately evaluate the level of ecological civilization construction and make scientific and correct planning, we need to establish a scientific and effective evaluation index system of ecological civilization construction level. Based on the relevant theories of ecological civilization, this study taking three cities in southern Shaanxi （Shangluo city, Hanzhong city and Ankang city） as the research objects, the evaluation index system of ecological civilization construction level applicable to the three cities in southern Shaanxi was constructed by analytic hierarchy process（AHP） method, and the ecological civilization construction level of the three cities in southern Shaanxi from 2016 to 2018 was evaluated, and corresponding improvement measures were proposed.
