Big data drive rural community emergency governance: Restrictive factors, system construction, implementation path

Abstract: The current emergency management of rural communities has become a shortcoming restricting the harmonious development of society. In a risky society full of uncertainties, big data-driven rural community emergency governance systems have constraints such as the absence of legal systems, rigid organization and lagging technological development. In order to meet the increasingly complex emergency governance needs, a big data-driven rural community emergency governance system was built from three aspects: legal guarantee, organizational support, and technical empowerment, and proposed three implementation paths to strengthen legal design, promote multiple co-governance, and innovate science and technology.
