Abstract: A good organizational system and operational mechanism are the cornerstone of overcoming poverty. With the deepening of overcoming poverty and getting more and more attention and discussion on organization operation, there are two opposing viewpoints of movement-based governance and normal governance. By using the methods of in-depth interview, observation and literature research, this paper describes the characteristics of the organization structure of B county, and outlines the whole process of the organization operation, including the optimization of the organization process, the operationalization of the execution process and the institutionalization of supervision. As the base point, the paper puts forward some suggestions for improving the construction of regular organization and the construction of cooperative governance system.
